It depends on the unit. OTC and entry-level units draw at 0 points with 15–30% odds. Mid-tier units (GMU 22, 23) draw at 2–5 points. Trophy units like Book Cliffs (GMU 54) now require 5–7+ preference points — a multi-year commitment for new applicants.

What state has the best mule deer hunting?

Colorado, Wyoming, and Utah all produce world-class trophy mule deer. Colorado has the most volume of public land but the most competitive draws. Wyoming offers better odds for non-residents with strong populations in the Wyoming Range and Sublette units.
